A Certificate or Opinion of Compliance is a document from an engineer or architect stating that the completed conversion meets the Building Regulations, and, where planning permission was granted, that it complies with the planning too. You should receive this on completion, and yes, it is well worth having.
The reason it matters most clearly is at sale. When you come to sell your home, a buyer’s solicitor will look for this certificate as evidence that the attic work was done properly and can be treated as a genuine habitable room. Without it, a sale can stall while the paperwork is sorted out, or a buyer may become nervous about the room’s status. Getting the certificate at the time of the works, when the person who did the job is still involved, is far easier than trying to obtain it years later.
The certificate ties back to the standards covered in the Building Regulations, including fire safety, the staircase, insulation, and ventilation. A space that only meets storage standards, such as one reached by a fold-down ladder, cannot be certified as a habitable room.
If planning permission was required for your project, for example for a road-facing dormer, you would also want compliance confirmed against that permission. This is separate from, but related to, Building Regulations compliance.
